Noida Extension Flat-Buyers Welfare Association (NEFBWA) has been formed with the objective to protect the interests of the bona-fide flat-buyers who have booked residential flats with different developers in Noida Extension. The land acquisition in the villages of Sahberi and Patwari was quashed by Hon'ble Allahabad High Court where group housing projects were under construction in which the flats were booked. Following this, a large number of writ petitions were filed before the Hon'ble Allahabad High Court by the villagers on the same ground seeking quashing of the land acquisition. We were of the view that the genuine and legitimate plight and grievances of the flat-buyers were not brought to the notice of the Hon'ble Court when the matter was being considered. In view of this, we immediately formed this flat-buyers association and filed impleadment applications in almost all writ petititons which were filed by the villagers of Noida Extension before the Hon'ble Allahabad High Court. Through these impleadment applications, we brought to the notice of the Hon'ble Court the interest involved of the large number of bonafide flat-buyers and the loss which they would suffer in the event of quashing of land acquisition.

It is a matter of great relief that the Hon'ble Allahabad High Court considered, inter alia, the plight and suffering of the flat-buyers and passed a balanced judgement keeping in view the interests of all concerned parties such as the Greater Noida Industrial Development Authority (GNIDA), villagers and the flat-buyers. The Hon'ble High Court passed judgement dated 21.10.2011 whereby the land acquisition in Noida Extension were saved but financial compensation as also the quantum of allotment of developed plots to the villagers were hiked significantly. However, the Hon'ble Allahabad High Court put the following rider before the judgement could be implemented:-

"The Greater Noida and its allottees are directed not to carry on development and not to implement the Master Plan 2021 till the observations and directions of the National Capital Regional Planning Board are incorporated in Master Plan 2021 to the satisfaction of the National Capital Regional Planning Board."

As a result of the above rider the development works and all construction activities in Noida Extension cannot be taken up until the concurrence is received from NCR Planning Board. This may take time. In view of this, GNIDA has filed a review petition before the Hon'ble Allahabad High Court seeking modification/relaxation of the above condition so that the development works and the construction activities could be resumed.

NEFBWA fully supports the stand taken by the GNIDA in the review petition and intends to implead itself in the review petition. In order to implead itself, NEFBWA would require complete information with regard to the number of flat-buyers and the investment made by them. We request all flat-buyers of Noida Extension to register themselves with NEFBWA and to provide complete information with regard to their investments in the group housing projects. We shall apprise the Hon'ble Court of the plight of the genuine flat-buyers and the huge loss which they are suffering because of inordinate delay in getting the development works started. We are hopeful that once the complete information and the plight of the flat-buyers is brought to the knowledge of the Hon'ble Allahabad High Court, we shall be able to move the Hon'ble Court to pass appropriate orders to start the development works on the sites where our flat-buyers have booked flats. The flat-buyers of Noida Extension who wish to register themselves with NEFBWA are requested to please complete registration form on the website and send the Cheque/DD/PO of Rs.810/- in favour of "NEFBWA" towards registration charges and other miscellaneous expenses. Those who have already registered themselves with NEFBWA but have not yet paid the registration charges, are requested to do so without any further delay.
